It is normal these days that property is let on a fully exclusive basis that is to say that tenants would be responsible for payments of all council taxes and water rates (this is especially true where a water meter is fitted) as well as the normal day to day utilities (i.e. electricity, gas & telephone).
The only exceptions to this rule are charges that are levied to leasehold landlords by the head lease (the document you signed when you purchased your leasehold property) such as ground rents and maintenance charges. These should always continue to be paid by owner of the property because liability cannot be assigned to the tenant.
Generally once a rent has been agreed and a tenancy agreement entered into it is accepted that the rent will have to remain at this level until the end of the tenancy.
